Columbia Bypass/PA 441 Relocation Project (SR 0441 Section 012)
Columbia Borough, Lancaster County, PA
PROJECT OWNER PennDOT Engineering District 8-0
The purpose of the project was to reduce traffic congestion along the previous alignment of PA 441 through the Borough of Columbia. The project improved vehicular and pedestrian safety by removing larger vehicles from the previous SR 441, which has narrow pavement widths and inadequate turning radii. Project needs also included reducing noise and improving air quality through the downtown commercial and historic districts, improving quality of life by enhancing access to current and planned recreational and open space resources, and enhancing economic development opportunities in the Borough. The project added a new structure over Route 30, new retaining wall, and upgrades to two Norfolk Southern grade crossings.
As Part of the RK&K team, Susquehanna Civil completed preliminary geotechnical engineering investigations for the project administered by the Borough of Columbia. Susquehanna Civil provided field surveys (including HD laser scanning), right-of-way plans, and geotechnical engineering services as part of the RK&K team to PennDOT District 8-0 for the final design phase of the relocation project.
This project was the 2016 ACEC/PA Diamond Award winner in the Transportation category.
