New Associates Announced!

Susquehanna Civil is excited to announce our New Associates. Associates are emerging leaders within our organization, driving operational excellence, prioritizing client and project needs, and embodying our core values of Integrity, Quality, Care, and Responsiveness.

Becky Mulfinger, P.E. obtained her Bachelor of Science from Pennsylvania State University in 2003.  Ms. Mulfinger is a registered Professional Engineer in Pennsylvania and Maryland and has 21 years of experience in structural engineering.  Becky specializes in structural design, project management, and group management.  As the Structures Group Manager, Becky has completed numerous projects involving full bridge replacements, superstructure replacements, box culverts, bridge preservations, and bridge rehabilitations.  She has worked on bridges spanning railroads, creeks, and roadways. Becky’s skills extend beyond structural design.  She has proficiency in preparing Purpose and Need statements and conducting Historic Bridge Rehabilitation Analyses.  Ms. Mulfinger has contributed her expertise to organizations such as PennDOT, the Pennsylvania Turnpike Commission, and PA DCNR.  

 

We are excited to offer this opportunity and look forward to Becky’s career growth at Susquehanna Civil and serving the transportation infrastructure industry.

Robert Kocher, P.E. obtained his Bachelor of Science from Pennsylvania State University in 1994. He is a registered Professional Engineer in Pennsylvania and Maryland with over 29 years of experience in various aspects of civil highway engineering. As a Senior Project Manager and Quality Assurance/Quality Control specialist, he focuses on highway and roadway design. Mr. Kocher’s skill set includes roadway design, traffic control plans, signing and pavement markings, Erosion, Sediment, and Pollution Control plans, as well as National Pollutant Discharge Elimination System permitting.

 

Robert’s expertise extends to working on projects for PennDOT and the Pennsylvania Turnpike Commission. A significant portion of Robert’s career includes involvement on numerous I-95 Corridor projects with PennDOT District 6-0. He also has prior experience with Mine Safety and Health Administration projects.

Chief of Surveys Promotion Announcement

Susquehanna Civil Inc. is pleased to announce the promotion of Dylan B. Sites, PLS, to the esteemed position of Chief of Surveys, effective July 17, 2023. A proud 1993 alumnus of the Pennsylvania State University and lifelong Central Pennsylvania resident, Dylan has been an integral part of the Susquehanna Civil team since 2018. Dylan has managed surveying projects for transportation, residential, institutional, commercial, municipal, and energy sectors and consistently demonstrates a commitment to quality and clients.

In addition, we are delighted to announce that Stephen P. Reisinger, PLS, will be transitioning to the role of Chief of Surveys Emeritus. Steve’s invaluable contributions to our Susquehanna Civil Survey Group throughout the past decade have been unparalleled, and we are grateful for his expertise. Steve’s career spans 50 years in the surveying industry in which he has worked on over 3,000 property, topographic, and highway surveys.

Steve’s proficiency in all aspects of surveying, including research, field survey, data evaluation, and drafting, is admirable. Having worked as a Rodman, Instrument person, and Party Chief, he possesses a comprehensive understanding of the field, further reinforced by his ownership of a successful surveying business for 10 years. As Steve transitions into a mentorship role, he will play a pivotal position in facilitating a seamless transition in management for both our internal staff and external clients. Furthermore, his dedication to mentorship and fostering the next generation of surveyors is evident through his involvement as a field surveying mentor for The Collaboratory at Messiah University through which Steve recently volunteered in a survey and engineering focused mission trip.

Susquehanna Civil would like to extend our warmest congratulations to Dylan on his well-deserved promotion, recognizing his outstanding contributions to our organization. We would also like to express our gratitude to Steve for his leadership and guidance, which have been instrumental in our survey operations over the past decade. Lastly, we commend Steve for his remarkable 50 years of dedicated service to our profession, a true testament to his passion and commitment.
