Rebecca Mulfinger, P.E. is one of our newest Associates and Structures Group Manager.

Rebecca (Becky) Mulfinger, PE, earned her Bachelor of Science from Pennsylvania State University in 2003. She is a registered Professional Engineer in Pennsylvania and Maryland and brings over 21 years of experience in structural engineering to our team. Becky joined the Susquehanna Civil Executive Committee as an Associate in 2024.

Becky excels in structural design, project management, and team leadership. She has completed the design and management of numerous projects, including full bridge replacements, superstructure replacements, box culverts, bridge preservations, bridge rehabilitations, retaining walls, and sign structures. Her expertise includes bridges spanning over railroads, creeks, and roadways. Becky has contributed her expertise to prominent organizations such as PennDOT, the Pennsylvania Turnpike Commission, and PA DCNR.

As the Structures Group Manager, Becky leads a team of talented engineers, overseeing all phases of project development from initial planning to final construction. Under her leadership, the team has successfully delivered projects on time and within budget.

Becky is a member of the Central PA Chapter of WTS (Women’s Transportation Seminar) and the Susquehanna Chapter of ABCD (Association for Bridge Construction and Design). Becky participates in the WTS TYOU (Transportation You) program and has also presented at the annual WTS STEAM Day event for the last three years. Becky joined the ABCD Board of Directors and was named the Scholarship Chair for ABCD in 2024.
