Robert Kocher, P.E. earned his Bachelor of Science degree from the Pennsylvania State University in 1994. He is a registered Professional Engineer in Pennsylvania and Maryland, bringing over 30 years of experience in various aspects of civil highway engineering to our team. Robert joined the Susquehanna Civil Executive Committee as an Associate in 2024.
He is actively engaged in professional development through the American Society for Healthcare Engineering (ASHE) Harrisburg chapter. In addition to his professional contributions, Robert has demonstrated a strong commitment to community service, volunteering for over 20 years as a tax preparer through the United Way of the Capital Region’s Money in Your Pocket program.
As a senior Project Manager and Quality Assurance/Quality Control specialist, Robert focuses on highway and roadway design. His skill set includes roadway design, traffic control plans, signing and pavement markings, erosion, sediment, pollution control plans, and National Pollutant Discharge Elimination System permitting.
Robert’s expertise extends to working on projects for PennDOT and the Pennsylvania Turnpike Commission. A significant portion of his career includes involvement in numerous I-95 Corridor projects with PennDOT District 6-0.
